Doing Research For Foreigners
DOING RESEARCH FOR FOREIGNERS
Researchers from other countries are welcome to carry out research in Indonesia. Under the Presidential Decree of No. 100/1993 dated November 1st, 1993, LIPI is appointed as appointed as the authorized scientific body to give permit of doing research for foreigners for all type of research. LIPI assisted by other government related agencies, known as Coordinating Team hold a monthly meeting (usually in the middle of the moths) to review research proposals. The process of application, from the date of submitting until get a visa from Indonesian Representative abroad, usually takes 2 (two) months.
APPLICATION
Researchers must submit to LIPI their application and the following documents to enable the Coordinating Team reviewing their research proposals :
- A formal letter of request to do research in Indonesia, a copy of which is addressed to the Indonesia Representative abroad (e.g. Indonesian Ambassador, Consul General, or Consul). This letter should explicitly state the address of the Indonesian Representative from which the researcher will obtain the visa. If this address is not given, it can cause delays in some cases.
- Four copies of detailed research proposal, which should has a title, stated objectives, and description of the methodology and concepts. It must clearly state the locations where field research will be done. If the work is to be done from one or more field stations, this must be stated as : the fieldwork will be based at name of field station and regency (kabupaten) and province only .
- Four copies of researcher s curriculum vitae including a list of publications.
- Two letters of recommendation, one from a professor or equivalent senior researcher in the researcher s disciplines and the other form an official of the researcher s home institute or university.
- Letter(s) of support from Indonesia Counterpart (an Indonesia academic institution and/or Research & Development Center).
- A letter guaranteeing sufficient funds to cover research and living expenses in Indonesia and fees for the Indonesian Counterpart(s).
- Health certificate from doctor stating that researcher is in a good health, both physically and mentally, to carry out research in Indonesia in Indonesia.
- A letter of recommendation from Indonesia Representative abroad
- Four recent photograph, password sized
- Four copies of researcher s passport. Note : the passport must for at least six months before the date of completing research in Indonesia
- A list of equipment brought to Indonesia, if any, to support the research. The value of these equipment should be stated in US dollar.
- If researcher plans to bring his/her spouse and children to Indonesia, the researcher must submit a copy of marriage certificate, spouse s curriculum vitae, children s birth certificate, four recent photographs and four copies of his/her family s passports.
APPROVAL
If the request for a research permit is approved, LIPI will request the Directorate General of Immigration to issue a visa authorization number, which will be sent to the Indonesia Embassy or Consulate where the researcher will apply for a visa. This place should be nominated explicitly by the researcher.
For visit more than six months, the researcher will be issued with a Visa Tinggal Terbatas (Limited Stay Visa). For visit of less than six month, the researcher will be issued with a Visa Kunjungan Sosial Budaya (Visa of Social Culture Visit). This still means that the researcher must visit LIPI , the Police Department, etc. In Jakarta to obtain the permit letters as long-term researcher.
ARRIVAL IN JAKARTA
Researcher must enter Indonesia through Jakarta. Upon arrival in Jakarta, it is essential that a researcher inform his/her research site(s) to the Immigration Office at the Soekarno-Hatta Airport. The researcher will be given three to seven days interval of time by the Immigration Officials to report to the immigration Office in the research site(s), especially for researcher who will stay in Indonesia for six months or more. Within the given period of time, the researcher must report to LIPI and several other offices in Jakarta. It is useful to carry a number of passport photographs with red background and copies of the researcher s passport, visa, and embarkation/disembarkation (landing) card. The researcher must start visiting LIPI Office, at Bureau for Cooperation and Promotion of S&T.;
1. On the first day, LIPI will provide a letter to be delivered to the Police Headquarters (Markas Besar POLRI) at Direktorat BAINTELKAN, Jl. Trunojoyo No. 3, Kebayoran Baru, Jakarta Selatan, in order to obtain a traveling permit (Surat Keterangan Jalan or SKJ), and for this the researcher should provide :
- two passport photographs with red background
- a copy of passport, visa and embarkation/disembarkation (landing) card.
2. LIPI will then provide :
- a research permit (Surat Ijin Penelitian);
- a letter for Direktorat Ketentraman Masyarakat at Direktorat Jenbdral Bina Kesatuan Bangsa, Home Affair Department (Departemen Dalam Negeri RI), Jl. Medan Merdeka Utara no. 7, Jakarta Pusat (by enclosing a research permit, a copy of SKJ, and one photograph);
- a letter for the local Immigration Office nearest the research site to obtain a Limited Stay Permit (Kartu Ijin Tinggal Terbatas/KITAS), if the researcher is going to stay in Indonesia for six months or more;
- a letter for the Indonesia Counterpart.
3. Dit. Ketentraman Masyarakat will issue :
- a Surat Pemberitahuan Penelitian (SPP); and
- a letter for the local Bina Kesatuan Bangsa offices for the places where the researcher will conduct research.
ADMINISTRATIVE FEE
For services provided by LIPI, an administrative fee is payable by the researcher to LIPI upon arrival in Jakarta. Payment should be done in cash of US$ 100.
