3. Introduction and development of eco-friendly traditional technology for water management;
4. Assistance of affirmative action for the government and the parties (religious institutions, educational institutions, industries, activists and non-governmental organizations) to create the carrying capacity of water environment;
5. Strengthening the social and cultural mechanisms in cross-borders water resources diplomacy.
